The Blues are reportedly in advanced talks with the player’s camp as manager Enzo Maresca eyes him for a key attacking role.
RB Leipzig signed Simons permanently for around £43m in January, but are now open to selling for £52m amid growing interest.
Simons’ deal, which runs until 2027, was structured with a potential short-term stay in mind and Leipzig are now ready to cash in.
Arsenal remain interested, viewing Simons as a versatile option behind striker Viktor Gyokeres and alongside target Eberechi Eze.
However, Chelsea have moved quicker, seeing Simons as a priority despite having already added Joao Pedro and Jamie Gittens.
They missed out on Mohammed Kudus to Tottenham, and now want Simons to add further creativity and balance in the final third, reports The Hard Tackle.
The Dutch star is believed to favour a move due to Leipzig’s failure to qualify for any European competition this season.
With talks accelerating, Chelsea may soon begin negotiations directly with Leipzig to finalise what could be another major signing.
