Partey has been charged with multiple counts of rape and sexual assault, although he has denied all accusations brought forward by prosecutors.
The decision to feature him was made before formal charges, while an investigation was ongoing and Arsenal were aware of the situation.
Topps, the card manufacturer, confirmed Partey was selected based on appearances last season, with Arsenal signing off in May 2025.
By June, Arsenal had ended contract talks and allowed Partey to leave as a free agent ahead of his legal issues surfacing.
Just four days after his departure, the Crown Prosecution Service formally charged him, with a court appearance scheduled for August 5.
Since the cards have already been printed and distributed, Arsenal and the Premier League are unable to reverse the inclusion decision.
Partey’s presence in the collection now places the club and league in a difficult position, drawing criticism over judgment and timing.
Supporters collecting the cards will find Partey included as a Premier League player, despite his departure and ongoing legal case, reports Goal.
The situation highlights gaps in approval processes for merchandising amid active investigations, raising broader concerns across football licensing.
